Web destinations affected by the temporary outage included e-mail service Hotmail, which has some 280 million registered accounts worldwide, along with Windows Live Messenger and the popular Xbox Live videogame community site.
Following a number of reports relaying the problem to Microsoft, an official spokeswoman said that the Redmond-based company was working to resolve the issue, which was “purely impacting the login process for customers,” and was generally not affecting those members already signed in to their accounts.
After partially fixing the problem throughout the course of the day, Windows Live product manager Samantha McManus eventually issued an official apology for the hiccup alongside a statement confirming that the issue “has since been resolved and normal operations [to Windows Live] have been restored to all customers.”
Microsoft has not revealed how many Windows Live users were affected by the problem, or what the source of the problem was.

I am still unable to log in to my hotmail account, nor am I able to find information on any of these reports about who to contact to resolve the problem.
